The City of Nowata's zoning rules guide development in our city by determining what can be built and where. In addition to governing the specific uses of a property (for example, single-family homes, apartments, offices, or industrial), our zoning ordinances, as collected in the City of Nowata's City Code, establish site regulations for building heights, setbacks, amount of impervious cover, and more.

R-1A Less Restrictive Residential

General Description:
The R-1A District is established as a district in the City of Nowata which the principal use of the land is for residential purposes and uses incidental thereto. It is the purpose and intent of this district to promote the development and continued use of land for dwellings and to provide and maintain a quiet, pleasant, and relatively spacious living area protected from traffic hazards and intrusion of uses that would substantially interfere with or conversely affect the desirable quality of a residential environment.
Uses Permitted:
- One-family unattached dwellings
- Two-family attached dwellings
- Mobile home trailer parks, provided that are in compliance with Section 12-230.
- Public schools and private schools where the courses offered would otherwise be offered by public schools and having no provision for housing its students.
- Churches
- Parks, playgrounds, fire station, community center, hospitals, other similar public facilities.
- Accessory buildings and uses customarily incidental to the above uses when located on the same lot.
- Home occupations
- Nursing Homes and Convalescent Homes to be approved by the City Commission.

General Description:
The R-1B District is established as a district in the City of Nowata which the principal use of the land is for residential purposes and uses incidental thereto. R-1 Low Density Residential

General Description:
The R-1 Low Density Residential District in the City of Nowata is the most restrictive residential district. The principal use of the land is for single- family dwellings and related recreational, religious and educational facilities normally required to provide the basic elements of a balanced and attractive residential area. These areas are intended to be defined and protected from the encroachment of uses not necessary for a residential environment. This district makes provisions for adequate light, air and open space for dwellings and requisite facilities.
Uses Permitted:
- Detached one-family dwellings.
- Accessory buildings which are not part of the main building, including a private garage or accessory buildings which are a part of the main building.
- Parks and playgrounds.
- Gardening, but not the raising of livestock.
- Home occupations.
Uses Permitted on Review:
The following uses may be permitted on review by the City of Nowata Planning Commission.
- Municipal use, public buildings and public utility.
- Church
- Golf Course
- Public schools or schools offering general educational courses, the same given in public schools and having no facilities for housing its students.

R-2 Multiple Family Residential

General Description:
The R-2 Multiple Family Residential District in the City of Nowata is a residential district to provide for medium and high population density. The principal use of the land can range from single-family to multiple-family and garage apartment uses. Certain uses which are functionally more compatible with intensive residential uses than with commercial uses are permitted, as are recreational, religious and educational facilities normally required to provide the basic elements of a balanced and attractive residential area.
Uses Permitted:
- Any use permitted in an R-1B Residential District.
- Multiple-family dwelling, apartment house.
- Rooming or boarding house.
- Accessory buildings and uses customarily incidental to the above uses when located on the same lot.
Uses Permitted on Review:
The following uses may be permitted on review by the City of Nowata Planning Commission.
- Any use permitted in an R-1B Residential District.
- Childcare Center
- Medical Facility
- Mobile Home Park
- An off-street parking lot associated with C-1 commercial use, as required under the provisions of Section 12-221.

Commercial Districts: C-1 & C-2

General Description:
The regulations for Commercial Districts in the City of Nowata are designed to: (1) provide an area for the business and commercial needs and services of the trade area; and (2) minimize the adverse effects of commercial uses on other land uses.
C-1 Neighborhood Commercial District:
The C-1 Neighborhood Commercial District in the City of Nowata is for the conduct of retail trade and to provide personal service to meet the regular needs and the convenience of the people of adjacent residential areas. Because these shops and stores may be an integral part of the neighborhood closely associated with residential, religious, recreational and educational elements, more restrictive requirements for light, air, open space and off-street parking are made than are provided in other commercial districts.
C-2 General Commercial District:
The C-2 General Commercial District in the City of Nowata is designed for the conduct of personal and business services and the general retail trade of a trade area. It is designed to accommodate a wide variety of commercial uses in a central business district or areas of mixed enterprises.

Industrial Districts: I-L (Light) & I-H (Heavy)

General Description:
The purpose of the Industrial Districts in the City of Nowata is to provide a location for industries and to preserve such land for industry that is most beneficial to industrial use and to prohibit non-industrial uses.
I-L Industrial District Light:
The purpose of the I-L Industrial District (Light) is to provide a location for industries and to preserve such land for industry that is most beneficial to industrial use and to prohibit non- industrial uses. It provides areas suitable for manufacturing, wholesaling, warehousing, and other industrial activities which have no objectionable environmental influences. Because of the traffic generated in this District, it is necessary to provide a buffer or setback area between this district and any other zoning districts.
I-H Industrial District Heavy:
The I-H Industrial District (Heavy) is designed to provide areas for manufacturing and other industrial activities which may produce moderately objectionable or substantial environmental influences or hazards in their operation and appearance.

Residential Mobile Home (RMH) Park

General Description:
The Residential Mobile Home (RMH) Park in the City of Nowata is established to allow alternative modest income housing, but it is the intent of this park to prescribe appropriate placement in the community for mobile homes constructed prior to June 15, 1976.
Restrictions:
The Planning Commission may authorize mobile home parks to be located within the corporate limits of the City of Nowata, upon compliance with the following characteristics and restrictions:
- The applicant, upon making application for a zoning clearance permit, must submit to the Planning Commission a detailed site plan locating all mobile home stands, screening or fencing and plans and specifications for the proposed park, in a form suitable for making the determinations required herein.
- The proposed site shall be a minimum of two and one-half (2 1/2) acres in size and shall contain no more than fifteen (15) mobile home stands per acre. Each mobile home site shall contain at least two thousand nine hundred and four (2,904) square feet per unit. The proposed site shall have a minimum frontage of two hundred (200) feet on a street designated as a major street or collector street in the Street Plan. All ingress or egress by automobile should be on such streets. The proposed site shall be a minimum of two hundred (200) feet in depth.
- The proposed site shall have a front yard of not less than twenty (20) feet from any mobile home stand to the street boundary of the park. The site shall have side and rear yards of fifteen (15) feet from any solid fencing or wall of six (6) feet in height, or forty (40) feet where only a screen planting is provided.
- The proposed site shall be screened or buffered on all sides with a solid wall fence in accordance with Section 12-221.
- The proposed site shall provide one (1) off-street parking space for each mobile home stand, plus one (1) additional off-street parking space for each four (4) mobile home stands.
- The proposed site shall provide a connection for each mobile home stand to all public utilities.
- Where a new mobile home park is to be developed, a recreational open space (which may include trails, playgrounds, community buildings or tot-lots) should be provided which is at least six percent (6%) of the total gross tract area, exclusive of open area on each space.
